What are the NDIS changes that came into effect on 3 October 2024 and how will they impact participants?
From 3 October there is a new definition of NDIS supports. This means that participants and their authorised representatives can only spend NDIS funding on things that are on the approved list of NDIS supports and not on things that are on the list of things that are not considered supports.

What is the real impact of these changes?
These lists have been released to clarify what supports can and cannot be accessed using NDIS funding. For most participants there will be no change at all and it will be business as usual. For others, some supports that they were accessing previously may no longer be considered an NDIS support and will not be able to be funded from their plan.
Are there exceptions to these rules?
Yes – these are called replacement supports. Replacement Supports are services, items or equipment that can be funded to replace existing supports in a participant’s plan. Only some supports can be replaced and the NDIA have to agree to this in writing.
Examples of replacement supports can be smart watches, smart phones, ipad/tablet devices, apps, or standard commercially available household items.

To get approval for a replacement support you will need to show that it will lead to the same or a better outcome than other supports and offer the same or better value for money compared to your current or alternative supports.
The application process must be completed and approved before the purchase of the support.
What happens if funding is used on a support that is not considered an NDIS support?
If we receive an invoice for payment for a support that is not considered an NDIS support we will reach out to you to discuss your options and explain the new rules, you will then need to cease these supports and discuss options for how to go forward in the future. If these supports are then continued, you will be responsible for the payment to the provider.
Are there other changes coming into effect?
The legislation that was recently passed does include further changes including some mandatory registration for certain providers, but these changes will be implemented at a later date that is to be determined.
